Brussels - Belarussian Prime Minister Alexander Lukashenko says it's "better to be a dictator than be gay."

Lukashenko's comments were targeting German Foreign Minister Guido Westerwelle, who is gay, and who called Lukashenko "Europe's last dictator."

Lukashenko attacked Westerwelle after European Union members threatened his country with even more sanctions. Lukashenko is widely blamed for crushing opponents and denying residents their civil rights.

Last year Lukashenko said he "didn't like gays."

He's been in power since 1994.
