San Francisco - A federal court is allowing "Don't Ask, Don't Tell" to stay in place, but with so many caveats, gay troops are calling the situation a "circus."

On Friday, a federal appeals court in San Francisco responded to an Obama administration request with a ruling that the military cannot investigate or discharge any gay members.

That basically means DADT exists but without teeth. It's a confusing situation that is beyond annoying to gay and lesbian troops.

"The situation with finally ending this outdated and discriminatory federal policy has become absolutely ridiculous," Servicemembers United Executive Director Alexander Nicholson told the Associated Press. "It is simply not right to put the men and women of our armed forces through this circus any longer."
